Selection criteria

Requirements for investment projects

  • The project goals should correspond to the goals of the strategic planning documents that determine the direction of the social and economic development of the Russian Arctic Zone
  • The total value of the investment project (all the costs of the investment project, including the cost of design work and capital investments, excluding loan interest) should be at least 300 million rubles
  • The project requires the creation and/or modernisation of capital construction facilities that are infrastructure facilities
  • The total amount of funds for the planned state support should not exceed 20% of the declared private investments for the project
  • The project involves the creation of new jobs
  • The value of the Budget Effectiveness Indicator of the Project (BNPV), calculated as the sum of revenues and expenses of the budgets of the budget system of the Russian Federation for the investment project for 10 years, adjusted to the time of selection of the investment project by discounting, must be greater than or equal to zero
  • The project must be implemented in the territory of the Russian Arctic Zone, defined by Decree of the President of the Russian Federation No. 296 dd. 2 May 2020
  • The share of a legal entity's equity should be at least 15% of the total value of the investment project

Requirements for the Applicants

  • The Applicant must be registered in the Russian Arctic Zone
  • Shareholders (with a share of 10% or more), managers and contractors must have proven experience in implementing investment projects, as well as in bringing them to planned payback and ensuring achievement of the planned economic performance indicators
  • The Applicant may not have overdue/outstanding debts to the Russian Federation or other obligatory payments to the budget
  • The Applicant may not have initiated an insolvency (bankruptcy) case
  • The Legal Entity or Shareholders (with a share of more than 10%) and/or the Director and/or Deputy Director of the Applicant may not have registration in offshore and other areas that do not provide for financial information disclosure
  • The Applicant may not be in the process of a liquidation procedure and has no restrictions on financial and economic activities
  • The Applicant is not a credit institution, insurance company, investment fund, private pension fund, professional broker, pawnshop, or a party to production sharing agreements
